2025 Land Use Actions
The Development Services Department regularly posts information about current development projects, including timelines for project approval and hearing dates.
Land use applications are reviewed according to timelines established within the Richland Municipal Code, Title 19, and applicable state laws.
Providing Feedback:
- The public is encouraged to provide comments on any of these projects, by either mail, email, in person, or by attending the hearing on the listed date.
- All comments received by the end of the public comment period will be included in the staff report. Comments received after the public comment period will be provided to the review authority at the public hearing.
- Records submitted to the City of Richland as part of the planning or permitting process become public records subject to release under the Public Records Act.

Proposal: Clover Planning and Zoning, on behalf of the property owner, Greg Markel, has filed a special use permit application to allow the development of a drive-through coffee stand. The coffee stand is proposed to be approximately 600 square feet in size with a small patio area and will be located at the corner of Lee Boulevard and Goethals Drive. The parcel is approximately 0.81 acres in size.

Proposal: PBS Engineering has filed rezone and preliminary plat applications to: 1) rezone the site from AG to R-2S (Medium Density Residential) and C-2 (Retail Business) reflecting the City’s Comprehensive Plan Land Uses, and 2) subdivide an approximately 58+ acre site into 242 new residential lots and four (4) commercial tracts (Preliminary Plat of Peach Tree Estates Phase III, Phases 1 – 6).
Location: The project site is located at 1251 Bermuda Road and is generally located west of Queensgate Drive, west of Bermuda Road, West of Legacy Lane, north of Snowking Street, and north of Waterhill Avenue (Parcel Numbers: 134982010595005, 134982000005007, and 134982000008000). The proposed preliminary plat will have an average residential lot size of 7,175 square feet and an average commercial lot size of 49,638 square feet.

Proposal: The City of Richland is proposing to amend Richland Municipal Code (RMC) Chapter 23.54, Off-Street Parking and Landscaping, to remove all minimum requirements for the number of off-street parking spaces required within the City.
Pursuant to Richland Municipal Code (RMC) Section 19.20 the Richland Planning Commission will conduct a public hearing and review of the proposed code amendment on Wednesday, September 24, 2025 at 6:00 p.m. in the Richland City Hall Council Chambers, 625 Swift Blvd. All interested parties are invited to attend and present testimony at the public hearing.
Location: This code change would affect all land within the City of Richland's municipal boundaries.
Environmental Review: The proposal is subject to environmental review. The City of Richland is lead agency for the proposal under the State Environmental Policy Act (SEPA) and has reviewed the proposed project for probable adverse environmental impacts. A Determination of Non-Significance (DNS) was issued by the City on August 13, 2025 (PLN-T1-2025-00308).
Any person desiring to express his views or to be notified of any decisions pertaining to this application should notify Mike Stevens, Planning Manager, 625 Swift Blvd., MS-35, Richland, WA 99352.
