The Development Services Department provides direction to its operating divisions, emphasizing customer responsiveness and operational efficiency. Development Services partners with other departments and agencies to stimulate economic growth, create new jobs, and plan for long-term development in the City.
Business & Economic Development
The Economic Development Division provides information and resources to new and established businesses and supports all business activities within Richland. For information regarding city-owned property for sale or locating your business in the Horn Rapids Industrial Park, Business Park, or Commercial Center, visit the Business and Economic Development website.
Building/Permitting
The Building Division provides permitting, plan review, and inspections for residential and commercial building projects in Richland. This includes plumbing, mechanical, and structural work for new construction and remodels.
Planning
The Planning Division is responsible for the implementation and update of the City's Comprehensive Plan as well as the administration of development codes.
Housing/Low-Income Programs
The Housing Division supports community development and housing stability through a variety of programs. These include: homebuyer assistance for first-time homebuyers and owner-occupied rehabilitation. The Housing Division also administers the Community Development Block Grant (CDBG) program and serves as the lead agency for the Tri-Cities HOME Consortium
