Tri-Cities HOME-ARP Supportive Service Funding Opportunity 

In 2021, Congress passed the American Rescue Plan Act, which provided $5 billion nationally to address the ongoing impacts of the COVID-19 pandemic. Administered by the U.S. Department of Housing and Urban Development (HUD), this one-time funding—known as HOME-ARP—supports communities in addressing housing instability and homelessness.

Overview:
The Tri-Cities HOME Consortium has approximately $340,000 available for organizations to provide supportive services to persons experiencing, or at-risk of experiencing, homelessness within the city limits of Kennewick, Richland, and/or Pasco. 

Qualifying Populations:
To qualify for HOME-American Rescue Plan (ARP) Supportive Services funding, the Applicant (“Applicant” or “Agency” throughout) must serve individuals and/or families that are:

  1. Experiencing homelessness.
  2. At-risk of homelessness.
  3. Fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking as defined by HUD.
  4. Part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability.

To qualify for funds from the HOME-ARP Program, ALL qualifying populations must have access to apply for placement on the waiting list for an activity or project.
